When Pauper Commander was first created, there were very few uncommon legendary creatures available (around 22 at the time).
To address this limitation, the rule was relaxed to allow any uncommon creature to serve as a commander, even though this violated the core philosophy of the Commander format. However, this compromise was necessary at the time.

Now, years later, the situation has changed significantly.
With the release of many new sets, there are now over 300 uncommon legendary creatures, providing ample choice without needing to deviate from the original spirit of the format.

For this reason, the “Legendary Pauper Commander” format is introduced.
This variant modifies only one rule: the commander must be an uncommon legendary creature. All other rules of Pauper Commander remain unchanged, restoring alignment with the traditional Commander philosophy.

If a card has been printed at a specific rarity, it is classified under that rarity. This classification is based on paper and MTGO releases, excluding Arena.
To find out if a card is legal or not, look it up on Scryfall. If it is legal in Pauper then you can play it. If it is banned, check the Pauper Commander banlist. If it is banned there too then it is not legal, otherwise it is legal.

Because of the rarity restriction in Pauper Commander, only uncommon Backgrounds can be your commander. Don’t forget that the common Backgrounds can still be used in the rest of your deck.

Casting either the creature or adventureomen from the command zone will increase commander tax. After resolving the adventure, it can be moved to exiledeck or put back in the command zone. Casting the creature from exile does not apply commander tax.

An attraction deck must have 10 different attraction cards, and Pauper Commander would require those cards to be of common rarity. Because there are only 8 common attractions that don’t have the illegal acorn symbol, Pauper Commander cannot have attraction decks.
